Join us for our third Executive Women’s Leadership Forum of the year on Thursday, 17 September 2026, for an engaging conversation with Emily Roper PSM, Managing Director at Scyne Advisory.

Emily is the former Director General of Western Australia’s Department of the Premier and Cabinet (DPC), a unique and highly impactful role, and one in which she became the first woman to head the Premier’s Department in WA.

Emily will share insights from her 25-year career leading major reforms across State and Federal governments, spanning justice, intelligence and national security. She oversaw a major agenda for the state, delivering significant economic, social and digital transformation, including energy transition, early childhood education, family and domestic violence reform, critical infrastructure resilience and the governance of emerging technologies.

In 2023, Emily was awarded a Public Service Medal (PSM) for outstanding public service through her leadership and management of the response to the COVID-19 pandemic.

Emily is known for her collaborative leadership, deep commitment to community wellbeing and ability to navigate complexity to deliver outcomes.

In 2025, Emily joined Scyne’s Perth office, where she leads initiatives across a broad range of social and economic portfolios. She also holds board positions with the Centre for Policy Development and Partnerships for Local Action and Community Empowerment.

Emily Roper PSM
Managing Director, Scyne Advisory

Emily Roper PSM is a senior executive and board director with more than 25 years’ experience leading major reforms across State and Federal governments. As the first woman appointed Director General of the WA Department of the Premier and Cabinet, she oversaw whole‑of‑government strategy and delivered significant economic, social and digital transformation, including Western Australia’s COVID‑19 response, for which she received the Public Service Medal.

Emily has played a central role in shaping system‑wide reforms in energy transition, early childhood education, family and domestic violence, critical infrastructure resilience and the governance of emerging technologies. Her leadership has consistently focused on strengthening community outcomes, building institutional capability and ensuring government systems are equipped to meet the needs of a growing and changing Western Australia.

She now advises CEOs and senior leaders as a Managing Director at Scyne Advisory and contributes her expertise as a Non‑Executive Director with the Centre for Policy Development and PLACE. Emily is known for her collaborative leadership, deep commitment to community wellbeing and ability to navigate complexity to deliver outcomes that support Western Australia’s long‑term prosperity.
